CEO, Chairman of Advisory Board
Charles is the founder and Chief Executive Officer of Geo-Surfaces. He also serves as the Chairman of the Advisory Board. He has designed, coordinated, managed and/or installed more than 17,000,000 square feet of artificial turf and the installation of more than 5,000 sports lighting fixtures.

Charles is a voting member of the ASTM and a member of the American Sports Builders Association. He was recognized in 2011 as the first CERTIFIED MASTER INSTALLER of the GeoFlo dynamic drainage blanket and shock pad. Charles’ installations include such high profile projects as the NFL Challenge Field in the Cayman Islands, LSU’s Alex Box Stadium and Tiger Park, the indoor practice facility for the UCLA Bruins, Louisiana Tech University’s baseball and softball fields. Red Wolf Stadium, home of the Arkansas State University Red Wolves, McNeese State University’s Cowboy Stadium and Cowboy Diamond, the University of San Diego, the baseball field, the football field as well as the softball field at the University of Central Arkansas, Vanderbilt University’s baseball field, Delta State University’s football field and Henderson State University’s football, baseball, softball and multi-purpose fields. Charles was also a member of the design team that developed the first synthetic turf running track in the world, GeoTrax, and handled the first North American Installation at Zachary (LA) High School. Additionally, he advanced the technology of the PATENTED GeoFlo drainage blanket and continues to work as a valuable consultant to the manufacturers of the GeoFlo dynamic drainage blanket.


CSO, Vice Chair of Advisory Board
Paul became the Chief Strategic Officer for Geo-Surfaces in 2014. A retired U.S. Army Colonel, he most recently held the title as Louisiana Governor Bobby Jindal’s Chief of Staff. He resigned in February of 2014 to pursue a career in the private sector. Prior to his latest position, Paul held the title of Commissioner of Administration, serving as the chief financial officer / chief operating officer for the state of Louisiana presiding over a $29 billion dollar budget. Before that, he served as Governor Jindal’s Deputy Chief of Staff, where he was responsible for managing policy and the Louisiana Executive over the administration and execution of the BP oil spill clean up. Prior to that, he served as Executive Director of the Louisiana Recovery Authority (LRA). On multiple occasions, Governor Jindal tasked Paul with managing evacuation and clean up of large scale disasters including Hurricanes Gustav, Ike, Isaac.

In addition to his public service duties, Rainwater also served as a Colonel in the Joint Director of Military Support for Disaster Response Unit. He has served two tours in the Global War on Terrorism , serving in Kuwait , Iraq and Afghanistan , and also previously served as a Lieutenant Colonel in the Congressional Liaison Office of the Louisiana Army National Guard. For his military service, Rainwater has been awarded the Legion of Merit, Bronze Star Medal, the Army Commendation Medal and the Combat Action Badge.

Rainwater earned a bachelor’s degree in government from McNeese State University in Lake Charles, a master’s degree in international relations from Salve Regina University in Rhode Island, and is certified as a local government manager by Louisiana State University.


Vice President of Operations, Master Installer, Board Member
Raymond is one of the original members of the Geo-Surfaces team and holds a seat on the Advisory Board. He has installed more vertical-to-horizontal draining fields than just about anyone in the world. He has worked on such high profile projects as LSU’s Tiger Stadium, Alex Box Stadium and Tiger Park as well as Louisiana Tech University’s JC Love Field at Pat Patterson Park. He was the lead installer at the NFL Challenge Field as well as the projects at UCLA, Arkansas State, Delta State, Vanderbilt, University of North Carolina, and “the Stripes” at the University of Central Arkansas. Raymond has installed millions of square feet of the GeoGreen, GeoTrax and GeoFlo shock pad/drainage blanket. Raymond was awarded the prestigious title of CERTIFIED MASTER INSTALLER of the GeoFlo product by the manufacturer in 2011.


Vice President of Sports Lighting
Bill has been a part of the sports lighting industry for 18 years and joined the Geo-Surfaces team in early 2015. He joins the Geo-Surfaces team after climbing to the position of National Sales Manager for Qualite Sports Lighting in Michigan. Bill brings a wealth of sports lighting knowledge to the Geo-Surfaces brand and was involved in the design and coordination of jobs such as the 2015 Super Bowl in Phoenix, University of Missouri, UCLA and LSU. He also has coordinated and managed the installation of one of the largest LED sports lighting projects in the USA with the installation of almost 900 fixtures for the City of Broussard, LA. Bill is responsible for photometric designs, light level audits and all other facets of the sports lighting phases offered by Geo-Surfaces. Bill is a member of the Illuminating Engineering Society of North America (IESNA).


Vice President of Development
Roberto brings over 15 years of experience in the sports building industry. He has successfully installed artificial turf, running tracks, tennis courts and lighting systems in over 20 countries. He has worked directly with various sports authorities like FIFA and IAAF, obtaining numerous top class certifications for our clients’ projects. As our Vice President of Development he is not only expanding our client base but also introducing new products and technologies to our existing customers. Roberto received his undergraduate degree from Loyola University in New Orleans, majoring in International Business and Marketing. He also holds an MBA in Finance.


Professional Engineer
Dan has been a part of the Geo-Surfaces team for over eight years and has over 20 years experience as a Professional Engineer. Dan is a civil engineer and certified soil specialist. He performs all aspects of design, including site planning, drainage design and analysis, and can perform roadway, sewer design, traffic analysis, and subsurface disposal system design on any project site with these needs. Dan is also experienced in preparing plans and applications for wetlands permits. Dan’s expertise also includes percolation tests, soil profile tests, and site evaluations. He provides construction supervision, inspection, and layout services and will be the on staff engineer that would present projects at regulatory meetings and public hearings. Dan has performed athletic facility design, from conceptual layout to final design and prepares all of the Geo-Surfaces manufacturing control plans for our GeoGreen artificial turf materials and our GeoTrax running tracks.


Operations Manager, Construction Services
Mark has been with Geo-Surfaces since 2005. He is a base construction specialist and oversees all of the construction processes completed before the installation of the artificial turf. Mark is a Master Machine Operator and has constructed bases all over the United States. Mark is in charge of the demolition crews as well as all drainage, anchorage and final laser grading portions of the base construction.


Operations Manager, Sports Lighting
Richard joined the Geo-Surfaces team in 2011 and is a Certified Crane Operator. He has installed more than 3,000 sports lighting fixtures and has assembled and erected just about every kind of sports lighting pole including direct burial and anchor base. Richard has extensive drill rig, crane and excavator experience and has supervised dozens of installations with poor or unsuitable soils that required casings and/or slurry methods.


Engineer, Operations Manager, Tracks & Tennis Courts
Andre has been involved in sports facility construction for over 5 years. As an engineer he provides our Operations Crews with a strong technical background. Andre received his undergraduate degree from Louisiana State University in Mechanical Engineering. Andre joins the sports building industry after working with the chemical manufacturing industry where he was formerly employed by Dupont and Honeywell. He has over 25 years experience in chemical plant maintenance where he managed organizations of over 100 engineers and technical resources.


Operations Manager, Turf Services
Boomer joined the Geo-Surfaces team in 2017 and has already had a hand in the installation of multiple sports complexes in Arkansas, Texas and Louisiana. A State Championship winning football coach in Arkansas, Boomer was the defensive coordinator on back-to-back-to back 4A title teams and was a part of the coaching staff that accomplished one of Arkansas’ longest consecutive game winning streaks. A native of Hope, AR and graduate of Southern Arkansas University in Magnolia, Boomer will lead one of Geo-Surfaces highly skilled turf installation teams.


Warehouse & Production Manager, Sports Lighting, Master Electrician
Coy is a graduate of the University of Louisiana at Lafayette with a degree in Industrial Technology and is a Master Electrician licensed in multiple states. Coy is in charge of all assembly and production in the Geo-Surfaces warehouse including the assembly of both the Geo-Sport Lighting Systems metal halide and LED fixtures. Coy has assembled and installed 1000’s of fixtures in the field and handles all pre-wiring, pre-aiming and production services.


Purchasing & Logistics Manager
Donny joined the Geo-Surfaces team in 2016 and leads the purchasing and logistics department. Donny has extensive experience in logistical services that includes serving as a National Account Representative with Graebel Vanlines. He managed local, regional and OTR transportation and logistics for the Batesville Casket Company and served as the Chief Operation Officer for Loadrangers, Inc., an OTR logistics provider from 2009-2016. Donny is a 1999 graduate of Baptist Bible College in Springfield, MO.


Installation Supervisor, Sports Lighting
P.J. joined the Geo-surfaces team in 2014 and is a Certified Crane Operator. He has installed more than 2,500 sports lighting fixtures. He has assembled and erected just about every kind of sports lighting pole including direct burial and anchor base. P.J. has been a part of some of the largest installation in the country including 800+ LED fixtures at Broussard, LA. P.J. has also been the lead operator on multiple NCAA projects has extensive drill rig, crane and excavator experience and has supervised dozens of installations with poor or unsuitable soils that required casings and/or slurry methods.


Sr. Design & Estimating Manager, Sports Surfacing
Angie brings over 12 years of experience in the building industry and was the Project Manager and Estimator on the two largest athletic complex projects ever built in Louisiana. A graduate of the University of Louisiana at Lafayette’s School of Architecture and Design, Angie has successfully managed the installation of hundreds of thousands of square feet of artificial surfaces and hundreds of sports lighting fixtures. As our Sr. Manager for Design and Estimating, she is not only increasing our capabilities but also introducing expanded design concept technologies to our client base.


Lead Design Engineer, Master Electrician, Sports Lighting
James joined the Geo-Surfaces team to handle photometric design and other aspects of sports lighting. James also assists in logistical matters as well as maintenance and upkeep of various equipment and fleet vehicles. He is a graduate of Louisiana State University’s College of Engineering with a degree in Mechanical Engineering. During his time at LSU he was a member of the SAE Baja collegiate design series competition team, designing and manufacturing an entire vehicle from the ground up for safety and performance. Before that, in high school, he was on the football team when Belle Chasse won the first and only state football championship in school history, defeating teams which featured current NFL players including Dak Prescott and Rueben Randle.


Planning and Logistics, Professional Pilot
David joined the Geo-Surfaces team in 2016. His duties will include the management of planning and logistics as it relates to the coordination of travel and mobilization for the Geo-Surfaces team to and from project sites. David received his Bachelor of Science in Business Administration from the University of Louisiana at Lafayette and shortly after began to pursue his dream of becoming a pilot. Over the past 8 years he has gained multiple type ratings as a pilot including a Multi-Engine rating, Instrument and Commercial ratings, and also his Single Engine Sea license. David has flown over 2,000 hours for charter and private fixed-wing operations across the continental United States and Central America, including exotic locations such as Costa Rica, Puerto Rico and the Dominican Republic.


Electrical Services, Master Electrician
Brian is a lead installer and constructor of all Geo-Surfaces sports lighting installations. He has a wealth of construction knowledge and installation expertise and has been working with the Geo-Surfaces’ team since 2009. Brian has been a part of many projects including McNeese State University, Southern Arkansas University, Henderson State University and dozens of high school, recreation and municipal facilities. Brian was involved win the largest LED project ever installed in Louisiana with the 800+ fixture system in Broussard, LA.


Senior Project Manager, Turf & Construction Services
Allen joined the Geo-Surfaces team in 2010. From the beginning he has managed full design layouts for drainage and artificial turf projects. Allen was an essential part of the team when Geo-Surfaces was selected to replace the playing surface at LSU’s Tiger Stadium, Alex Box Stadium and was also an integral part of the renovation to Tiger Park, home of LSU Softball. Allen has installed over 2,000,000 square feet of concrete bases utilized on smaller artificial turf installations across the region including over 175,000 square feet on the construction and installation of the baseball and softball facilities at Louisiana Tech University. Allen’s resume includes multiple NCAA installations and dozens of municipal and school projects.


Service and Maintenance Manager, Turf Services
Shane is retired from the United States Army as well as being a law enforcement veteran. He will lead a talented group of service personnel who duties include warranty work, logo installation and small service projects such as home plate circles, bullpens, batting cages and our GeoScape landscape products.


Assistant Logistics Manager, OTR Driver
Derrick joins Geo-Surfaces after stints with multiple companies as an OTR driver. He handles the execution and delivery of equipment to both sports lighting and sport surfacing job sites to make sure the construction and installation teams have everything they need to be successful. He is a skilled equipment operator and coordinates maintenance and service needs for the team.


Project Manager, Turf Services
Steve has been a member of the team since 2005. He was a nominee for the Golden Spikes award as a senior outfielder at Kent State University. After a career on the mound in professional baseball, Steve joined Geo-Surfaces as an area project manager. For almost a decade, Steve specialized in the logistics and installation of indoor arenas with an area of less than 30,000 square feet. He has great expertise in all installation and construction aspects of artificial turf projects and has managed and installed over 2,000,000 square feet of synthetic surfaces. Steve also heads up the maintenance and service team and is the lead contact for coordination of all warranty work related to artificial turf.


Foreman, Turf Services
Cipriano joined the Geo-Surfaces team in 2007 and is one of the original member of the installation team. He is a master operator and highly skilled artificial turf technician. Cipriano has been a part of just about every Geo-Surfaces installation over the last 10 years and continues to add high quality projects to his resume. He has installed fields for high level NCAA participants, high schools, recreation departments and municipalities across the country.


Construction Supervisor, Lead Installer
Cody joined the Geo-Surfaces team in 2007 and has quickly moved up the corporate ladder. With the completion of 70 projects on his resume, Cody serves as the construction supervisor and handles the scheduling and transportation of the on site construction crew as well as field set up and layout. Cody also has expertise in the installation of the patented GeoFlo dynamic drainage blanket as well as being a specialist in custom seaming and shearing work needed to layout and install custom logos, lettering and other markings. Cody is a skilled machine operator and has the experience to complete both the construction and installation of most projects.


Crew Leader, Turf Services
Larry joined the Geo-Surfaces team full time in 2014 after part time stints dating back to 2009. Larry is a skilled turf technician capable of running a full installation crew. He has been a part of high profile installation that include LSU, Louisiana Tech University, Arkansas State University and multiple high school and municipal projects.


Accounting Supervisor
Jose joined the Geo-Surfaces team to lead the accounting department. He is a graduate of LSU’s Ourso College of Business with a degree in Accounting. Jose is the manager of job costing, accounts payable, accounts receivable and project reports. His athletic claim to fame is a game winning field goal in high school to defeat a rival school that featured LSU All American Leonard Fournette and All Pro defensive back and LSU great Tyrann “Honey Badger” Mathieu. A native of New Orleans, Jose is fluent in both English and Spanish.


Assembly & Production Line, Sports Lighting
Alicia is one of Geo-Surfaces most experienced personnel on the sports lighting assembly line. She builds and oversees the building of electrical components including fixtures, ballast boxes, fuse boxes and disconnects as well as wiring harness assemblies for our GeoSport Lighting System components. Alicia is also an experienced OTR Driver and assists the logistics team with the delivery and pick up of products and equipment needed


Construction Assistant, Logo and Artwork Design
Alanna joined the Geo-Surfaces team in 2012 and is an intricate part of the construction team. Alana handles concrete and forming design and installation work and also assist the team in the finish portion of concrete as it relates to base construction. Alana is also a skilled designer and installer of high end graphic and logo artwork and lettering.


Shop Foreman
Mark handles all of the in-house service and maintenance for the Geo-Surfaces equipment. He has over 25-years experience in mechanical, welding and electrical services. A military veteran, Mark has worked offshore and is also an experienced OTR Driver.


Office Manager, Accounts
Kelli is one of the original team members for Global Synthetics Environmental. She handles all accounts payable, receivable and travel schedules for the Geo-Surfaces team. Kelli handles material production orders and logistics. She is also involved in contracts and handles all IT for the company.
